This is maybe a bit more of Nis’ balliwick, but I’ll take stab at it.

The CNN headline is Bush to adopt Petraeus advice on troop withdrawals.

“Woo hoo,” you say, and jump for joy.  Time to smoke a victory bong.

Hold tight there hippy.  You thought the troops were coming home?  Wrongo.

It is just the “surge” troops coming home.  The overall boots on the ground will still number quite high.

But it had you going there for a minute, didn’t it.  And the title implies that the White House, not known for changing course or taking advice, is doing some reconciliation.

But they ain’t.
